Water Supply Wells

Permitting and Inspecting 

If you are in need of a water supply well for your household or business water supply, then you will need to obtain an Application for a Well Construction Permit. After you have paid for this permit, you must choose a certified well driller to construct your well.  The well driller will set up an appointment with the environmental health specialist to meet at your property to determine the well location.  The Well Construction Permit will be issued at this time.

 After the well has been constructed, or drilled, an environmental health specialist will visit the job site during the grout placement and to inspect the well head to ensure it has the necessary requirements (i.e. tags, hose bib, etc.).  When the well has passed inspection and has electricity to operate the pump, the property owner should call the Environmental Health office of the Edgecombe County Health Department at (252) 641-7573 to set up an appointment for a water sample to be collected.  The cost of this, and a follow-up Bacteria sample, if needed, is included in the fee for the Well Construction Permit. However if a resample is requested by property owner, agent, or well driller a fee of 70.00 will be charged per sample.

Well Ordinance Definitions

  BACTERIOLOGICAL SAMPLING

If you have a newly constructed water supply well, the cost of a water sample is included in the well construction permit fee.  After the well construction and pump placement has been completed, and there is power to the well, please call the Environmental Health Office of the Edgecombe County Health Department at (252) 641-7573 to notify an environmental health specialist that your well water is ready for sampling. 

An environmental health specialist will visit your property to collect the water sample; please do not collect the sample yourself. This water sample tests for total coliform and fecal coliform bacteria.  This test is processed in the laboratory at the North Carolina Public Health Laboratory in Raleigh, thus the results are typically back within 3-5 business days.

If your well is not a newly constructed well and you have not paid for a well construction permit, an application for a bacteriological sample shall be submitted to the health department along with a fee of $70.00 for this test.

INORGANIC SAMPLING

If you are interested in having your well water tested for more than just bacteria, you may be interested in having an inorganic sample collected.  This sample will be analyzed for the following:

alkalinity fluoride magnesium

arsenic hardness manganese

calcium iron pH

chloride lead zinc

copper

An application for an inorganic sample shall be submitted to the health department along with a fee of $120.00.  To set up an appointment to get your well water sampled or to inquire about other, less common water tests and their fees, please contact the Environmental Health Office of the Edgecombe County Health Department at (252) 641-7573.
